Wyre Borough Council is looking for a multi-disciplinary team comprising landscape architect, architect and an artist to undertake a unique combination of projects to improve the cultural attraction of our coastal location.
“To celebrate and demonstrate the culture, heritage and intrinsic value of Wyre’s Coastline, to regenerate and integrate the resorts of Fleetwood and Cleveleys contributing to a wider Lancashire and North West England offer
“To create a sustainable and distinctive seafront with a mix of facilities, improved quality of life, and connectivity, built around enhancing the key assets of Fleetwood’s Marine Hall and its open setting.
“To enhance the Wyre Way by creating a new coastal trail connecting Blackpool to Fleetwood via Cleveleys, improving the environmental, ecological and cultural opportunities that the Wyre Coast has to offer.”
Sea Change places culture at the heart of regenerating England’s seaside resorts by investing in arts, public space, cultural assets and heritage projects.
Sea Change aims to drive cultural and creative regeneration and economic growth in seaside resorts by funding inspiring, creative and innovative projects, bringing a sense of pride, enjoyment and celebration.
A DCMS grant awarded through Cabe presents the coastal community of Wyre with an exciting opportunity to invest in its environmental, ecological and cultural assets.
The grant focuses on particular elements within an expansive vision for the coastline, and it is these elements that will set the standard for its transformation.

We would like to strengthen our delivery team at the very start of the process by grafting in an artist, architect and landscape architect with proven collaborative skills.
We are not choosing the ‘beauty parade’ route of procurement, so no designs at this stage, instead we are asking that you forward a selection of case studies and images to support your application, along with some concise answers to the following four questions.
what does your team bring to the table?
who and how would you make this happen within the budget and timescale?
how would you engage with the community and stakeholders throughout the design process?
what do you love about the English seaside?
1st stage applications are to be uploaded using the application form at the bottom of this page.
To limit the burden on all applicants a maximum of 15 teams will move into stage 2, these teams will be sent a pre-qualification questionnaire to help determine their ability to undertake the commission.
On the basis of this, 4 teams will then be shortlisted for interview.
Through a competitive interview process, one team will be chosen based on their individual and collaborative skills, their design approach, flair, and ability to realise the vision.
This team will then begin the design process.
The ‘Sea Change’ grant awarded by DCMS is £835,000 this is matched by an equivalent sum raised by Wyre Borough Council and other partners and have been divided between the different aspects of the projects as follows. Please note these are approximate figures at this stage.
| marine gardens and performance area | £820,000 |
